Meet NAM's Presenters

Hon. Peter B. Skelos, J.S.C. is a retired Associate Justice of the Appellate Division of the State of New York, Second Judicial Department.  He is a member of NAM's (National Arbitration and Mediation) Hearing Officer panel and is available for mediations and arbitrations nationwide. For the fourth year in a row, Judge Skelos was voted a Top Ten Neutral in the New York Law Journal Best Of Survey.  Further, in 2018, for the second year in a row, he was named a National Law Journal Alternative Dispute Resolution Champion, as part of a select group of only 46 nationwide.  Judge Skelos is Of Counsel at Forchelli Deegan Terrana LLP, Garden City, NY.

Rhonda L. Epstein, Esq. is a seasoned litigator who has dedicated her career to the practice of labor and employment law. With more than 35 years of wide-ranging experience in civil litigation, she has handled cases arising under The American with Disabilities Act, Title VII of the 1964 Civil Rights Act, Section 1981, the Age Discrimination in Employment Act, the Fair Housing Act, and the Family Medical Leave Act, as well as the New York State Executive Law, and the New York City Administrative Code. Ms. Epstein served as a Supervising Attorney for a prominent New York law firm and as In-House Counsel for the Chubb Group of Insurance Companies. She is a longtime proponent of Alternative Dispute Resolution, and has successfully counseled, supervised, and mediated employment law cases related to claims of age, national origin, sexual orientation, gender identity, disability, religion, and pregnancy discrimination. She has been awarded an AV Preeminent Peer Rating by Martindale-Hubbell.

David S. Feather, Esq. has been engaged in the practice of law for nearly 25 years and is a seasoned litigator who has focused his legal practice on labor and employment law matters.  He has represented both employees and employers/management in the State and Federal Courts, and regularly appears before the Equal Employment Opportunity Commission, the New York State Division of Human Rights and the Nassau County Commission on Human Rights. Mr. Feather has represented unions and union members in grievances and arbitrations pursuant to collective bargaining agreements, and has negotiated, drafted, litigated and mediated employment contracts, severance agreements and non-compete agreements on behalf of both employers and employees.

Jacqueline Silvey, Esq., is NAM's General Counsel, and is involved in various management operations of the company including panel development, oversight and implementation of commercial and employment dispute resolution initiatives, the creation and implementation of various rules of procedure, and the general business affairs of the company. She also oversees neutral recruitment throughout the United States and internationally. Prior to joining NAM, Ms. Silvey was a Senior Litigation Associate and House Counsel for Chubb Insurance Company representing the carrier's corporate insureds under their respective Directors' and Officers' Liability policies. Her clients included Board of Directors and Corporate entities in matters involving the management and operation of the corporation, with a primary focus on labor and employment, cooperative and condominium housing and contractual matters.
